The COVID-19 pandemic is a real and far-reaching humanitarian and economic challenge from which no country can hide. That cannot be overstated; not should the suffering it has caused around the world be overlooked. It also represents an opportunity to make an ambitious and workable Marshall Plan for Africa a reality. This must be engineered by the African Union, which has the presence and reach to direct a plan of this scope. But it can, and should, involve the entire international community.
